A 1.7 world sounds good but only if it's a separate world with a separate inventory like the old map and not a complete reset of the current one. Otherwise that's thousands of hours gone to waste.

Just want to jump in and say a few things.

1) I am happy to create a new world for 1.7 (Separate inventory of course)
2) The current world will still be available, just head through the portal in spawn (Like the current old world).
3) There are two good options for the end world and dragon:
    A) Reset the dragon and crystals only with this plugin: Link
    B) Reset the whole end world (This is better, because the world wont turn into a total mess. You can still mine end blocks after killing the dragon): Link

I have not spoken to Antea and Obi, but I don't think we have anything planned yet (Arena is possible).
The only safe zones at this stage would still be the spawn (and portals/outposts when/if they are added later).

We could do this a few ways, but here is an idea for now:
    1) Set an explore limit between 200-500k, heavily flood the server with anti-cheat plugins (Mostly to stop X-Ray, base finders and ore finders), and then also set a world reset schedule for every 6-8months so the world doesn't get to packed.
    2) Same as 1, but set more rules about grief (Mostly around TnT, and total destruction)
    3) Same as 1, but allow players to make a very small protected area (Max of 4x4x4?)

~The end: If we choose Sori's proposed option B (world reset on regular basis) that would fully negate enderman farms and I think people would invest more time in finding close together spawners in the overworld to make multi-farms for exp, also making enchanting and repairing more valuable.

~Explore limit: would that be 100k x 100k (from x0;z0 to x100k;z100k) or would it go from -100k to +100k (200x 200)?

Fun fact, the current Hardcore world is 506 days old, and uses 41GB of HDD (52.7GB if we include the nether)
That is double the size of the Tasman world on the main server (385 days old)

I'm thinking about the size limit of the new map.. I think maybe it should be more than 100k in negative and minus.. Maybe around 250k MAX each way? Not too huge that you will never find someone but not too small either? What do you think is an acceptable limit?
Or do people feel that having NO limit is better?
